Explanation of the error
The context of this error about STP (Single Touch Payroll) lodgement depends on whether you are an employer or a registered tax/BAS (bank activity statement) agent.
The error means you have not followed the correct process of enabling electronic lodgement for your business.
You will need to resolve this error before you lodge an event with the ATO.
The error means you are lodging the STP events as the employer (business owner) rather than the registered tax/BAS agent.
Note that, even when the connection between the ATO and your registered agent number has been established, this error can apply and be flagged accordingly.

Solution to the error
The context of this error about STP (Single Touch Payroll) lodgement depends on whether you are an employer or a registered tax/BAS (bank activity statement) agent.
Firstly, ensure that you have enabled the ATO Integration for Single Touch Payroll. To learn how to do this, see this article.
As an employer, there are 2 options of how to provide the ATO your software ID:
Option 1: Update details via Access Manager
Log in to Access Manager using your myGovID credentials. You will need to be the principal authority or authorisation administrator in Relationship Authorisation Manager (RAM) to use Access Manager.
- Click My hosted SBR software services from the left hand menu.
- Click Notify the ATO of your hosted service.
- Search for Employment Hero Payroll (ABN: 70 154 693 955) in the list.
- Select the ABN link of Employment Hero Payroll (ABN: 70 154 693 955) in the list.
- Enter the software ID and select Next.
- Read the Notification statement then select Save;
- A green success message will appear on the next screen to confirm success.
Option 2: Phone the ATO on 1300 85 22 32
You must be prepared with the following information:
- proof of record ownership (for example personal TFN, date of birth, address, recent ATO-generated notice);
- your Australian business number (ABN) or, if you are a registered tax agent, you can use your registered agent number (RAN);
- the name or ABN of your software provider, and
- your unique software ID (provided by your software provider).
You need to contact the ATO (either by calling them or using the Access Manager platform) and link the Software ID to each ABN.
If you opt to call the ATO, try ensuring you have the following information at the ready:
- Proof of ownership record
- For example, personnel TFN (tax file number), date of birth, address, and/or recent ATO-generated notice
- Your Australian Business Number (ABN) – or, if you are a registered tax agent, your Registered Agent Number (RAN)
- The name/ABN of your software provider (Employment Hero Payroll ABN: 70 154 693 955)
- Your unique Software ID provided by your software provider
If a registered Tax/BAS Agent is lodging STP events on behalf of the business, the software id MUST be linked with the registered agent number (RAN) and ABN, not the employer’s ABN. To set up the ATO connection correctly, the registered agent must log in to Access Manager using their myGovID credentials. They will need to be the principal authority or authorisation administrator in Relationship Authorisation Manager (RAM) to use Access Manager.
Complete these steps:
- Select My hosted SBR software services from the left hand menu.
- Select Notify the ATO of your hosted service.
- Search for Employment Hero Payroll (ABN: 70 154 693 955) in the list.
- Select the ABN link of Employment Hero Payroll (ABN: 70 154 693 955).
- Enter the software ID and select Next;
- Read the Notification statement then select Save;
- A green success message will appear on the next screen to confirm success.
Brands and Partners acting as registered agents
By default, each business has its own unique software ID. A Brand or Partner can change this configuration and rather elect to use the Brand's software ID or the Partner's software ID for any business that uses a registered Tax/BAS Agent when lodging STP events.
You will need to ensure the following points are noted:
- If the business has configured its ATO settings so that the reporting party is the registered Tax/BAS Agent, an employer/business owner can still lodge events.
- The business must still follow the same procedures to connect its ABN with the ATO, even in the scenario described above. Otherwise, the lodgements will continue to fail.
If you are a registered agent lodging the event, you must also ensure the following two conditions apply:
- They select Registered Tax Agent as the party lodging the event.
- They followed the correct procedure before lodging (such lodging involves requesting client authority or applying a standing authority against the lodgement).
